The concrete has been exposed hand has started to break up in some areas and the elevator shafts are actually "crooked" and not uniform floor to floor. With all of that said, they plan to use the structure. The initial plan is to use the top (rounded cone) as a tourist observation desk with fine dinning and maybe some rooms. It is a phased project and basically the DRK Strong armed telecommunication companies into funding the relaunch of the project, if they wanted to do business in the country.
